Adults living in the U.S. illegally will be excluded from a state-run health care program under an overall budget deal that the closely divided Minnesota Legislature convened to pass in a special session Monday.

The change was a sticking point during negotiations between Democrats and Republicans, for whom repealing that law was a top priority in the divided Legislature.

(ABC 6 News) — At the Minnesota Capitol, a large piece of the state’s budget puzzle has fallen into place. The details of the state’s education finance bill were finally hammered into place on Monday.

The change is expected to save the state around $57 million in the next two years, according to a health and human services budget spreadsheet.

Sources from the working groups tell FOX 9 it includes funding for a study on using autonomous lawnmowers along state highways, and for a new State Patrol headquarters. That compromise reveals a rift that came to the surface on Thursday over a borrowing bill for statewide infrastructure – a bill that now seems unlikely to pass this year.

Minnesota lawmakers have been busy all throughout Monday inside the Capitol as they try to wrap up the state's budget before Tuesday morning's special session deadline.

Private schools were spared from cuts and charter schools face new transparency and accountability requirements, according to legislative action.
