Pamela Hemphill of Idaho is one of the more than 1,500 people whom Mr. Trump pardoned earlier this year for their roles in the U.S. Capitol Insurrection.

Since then, Hemphill has repeatedly taken to Twitter to plead her case against the president. "Some still don’t believe I refused the pardon, below is a copy of my refusal," she wrote in one tweet.
