When 10 inmates busted out of the Orleans Justice Center last week, the world was shocked. New Orleanians? Not so much. For those who live in the Louisiana city, the jail—and its accompanying dysfunction—is difficult to ignore.

Of the 10 inmates who fled early that morning, five have been recaptured as of May 21 and are being held at the maximum-security Louisiana State Penitentiary.

Authorities allege Williams played a key role in the breakout by turning off the water to the toilet near where the inmates escaped.
