New Jersey Gov. Phil Murphy announced a state of emergency due to heavy rain and stalled storms Monday. In New York City, those in basement apartments were warned to be ready to leave if necessary.

Governor Phil Murphy declared a state of emergency Monday night as flash flooding across the northern section of New Jersey caused severe trouble. Murphy asked residents to stay indoors and avoid unnecessary travel. “I am declaring a State of Emergency given flash flooding and high levels of rainfall in parts of the state,” he said.

A flash flood watch has been issued for much of the Tri-State Area on Monday. It takes effect at 2 p.m. and lasts until at least midnight. It's a First Alert Weather Day, as we track downpours, thunderstorms and the enhanced risk of flash flooding across portions of New Jersey.
