On Friday, the Senate Parliamentarian said that while some provisions in the One Big Beautiful Bill Act are subject to a 60-vote threshold to determine whether or not they can remain in the bill, the AI moratorium is not one of them. Senate Republicans said they are aiming to bring the bill to a vote on Saturday.

The "One Big Beautiful Bill Act" includes billions for AI and broadband, but critics say it forces states to choose between infrastructure and regulation.

On Sunday, Sen. Ted Cruz (R-TX), a champion of the moratorium, reached a compromise with Sen. Marsha Blackburn (R-TN), who has objected to the provision. She has pointed to the possibility that her state’s ELVIS Act, passed last year to root out AI deepfakes and other unauthorized uses of artists’ voice and likeness, would be sidelined.
